Not sure how you ran into this issue, but this procedure might help
solve the problem:

 

1. Ensure the file is not locked by someone else. (Right
Click-->TortoiseSVN-->Check for modifications [press check repo and
scroll right to see lock column])

        a. If the file is listed here you can right click and
select 'Break Lock' then it should delete fine.

2. Perform a 'Get Lock' and make sure you check the box 'Steal
Locks'
3. Once you acquire the lock, then choose 'Release Lock'

 

Hopefully this solves your issue.

Subject: SVN File Locked

 

Hi,

 

We have a perticular file in folder. When we try to perform SVN Delete
on that file - it gets deleted but whenever we try to committ the same -
it is showing file is locked. Error is "423 Locked". Even the User who
modified this file lastly, tried to unlock the file and delete it but it
is still giving the same error.

 

We also took fresh checkout. After that, we are not able to see "Release
a lock" option. When we try to get a lock on this file - once again it
is giving the error " 423 Locked"

 

Please let me know the reason for this and how to avoid the same.
