I noticed this, too. Everytime the icons disappeared, the TSVNCache.exe
did not run under my own user account.
What I did to solve this:

Close Explorer, kill TSVNCache.exe, start Explorer.

TSVNCache is started again automatically, but now under your account.

The strange thing is, that if I'm the owner of the process, no one gets
disappearing icons. I got admin privileges, the others not. Maybe that's
got to do with it.
