Backing up locks

Hello,

It seems to me that "svnadmin hotcopy" backs up locks (because the
db/locks directory is copied), but that "svnadmin dump" doesn't. I don't
recall having read anything in the docs pointing this out.

Have I misunderstood something? If not: I suggest that a note be added to
the docs (svnbook and perhaps the online help for svnadmin) about this:

  Note: "svnadmin dump" does not dump locks. If you want to
  back up locks, you need to use the "svnadmin hotcopy"
  command.
