Are you working on an upgraded working copy, or did you do a brand new
checkout using TSVN 1.4.0?

Did you do a cleanup on the working copy and does the problem persist
after that?

Stefan has modified the behaviour of the cache slightly in the latest
nightly build. If I interpret the log messages correctly, the new
behaviour is: If the cache encounters a (temporary) problem while
determining the status for a file/folder, the default will be 'not
versioned' instead of 'versioned but unchanged' and the file/folder
will be placed on a list to be checked again later.
