If it's a commercial host, then please get support from there. We're not
here to provide for commercial hosters - you pay them, not us, so they
have to provide the support for you.

As I told you already in the mail you linked to:
TSVN can't keep connections open once the process is gone. Windows will
clean up any open connections automatically even if TSVN/Subversion
would not have closed them already.
