He means that in a case where a diff tool throws up its hands and says
"All right, the whole thing is different!", he wants to be able to
pick a line in each file and say "Wrong, this section matches up.
_Now_ what's changed?"

I've wanted this functionality in other tools, but haven't yet needed
it in TortoiseSVN. *crossing fingers loudly*
