Missing file

I just rebuilt my repositories from a newer dump so there were some amendments to be applied to my current old WCs.
When I updated one file was missing. I had two versioned files
DS378UP.BAT
The zip file was not there. I deleted all in my WC and re-checked out and it was back. Is this a bug?
The zip file was (suspiciously) the last file processed in the 'check-out'.
