Bug? Problem applying a patch which creates new files

Hi,

I'm using TortoiseSVN 1.4.0-RC1 and I have a problem when trying to
apply a patch that contains an added file. (The patch file was generated by

TortoiseSVN 1.3.5, Build 6804 according to its author).

What happens is that TortoiseSVN launches TortoiseMerge and shows a list
of files in the patch. When I double-click on a file that doesn't exist
in the working copy, it tries to retrieve revision 0 of the file,
naturally fails, and then complains that patching is impossible. The
same happens when I right-click on the file and select Patch from the
context menu.
