True, it's not hard, having done both I would argue svnserve is easier.
Also, if you use the Apache mod you have Apache and Subversion
to maintain, rather than just Subversion.

The 1.4 release of Subversion allows svnserve to install as a
windows service without additional software, which will make
it even easier.
