How do I Specify JavaSVN?

I installed Tortoisesvn on my Windows machine. When I attempted to access the
repository and do an Update I received the error:

Error: The path was not part of a repository
Error: PROPFIND request failed on '/'
Error: '/' path not found

I then installed TortoiseSVN as an Eclipse plugin and got the same error.

I discover that the Eclipse plugin has a configuration setting for "SVN
Interface:". By default "JavaHL (JNI)" was selected. When I changed the
configuration setting to "JavaSVN (Pure Java)" the problem went away.

Can someone tell me how to change the configuration of the Tortoisesvn
client to indicate "JavaSVN (Pure Java)"?
