As Andy Levy pointed out, you can also browse to the desired location
via UNC path or mapped drive and then use TSVN's Create Repository Here
command.

And there are certain commands (such as hotcopy of a BDB repository, or
recover on any repository) that can't safely be executed remotely unless
the server has been shut down and nobody is accessing the repository via
file:// protocol.
