Yes it is. trunk did exist in rev11. And you created the tag from
trunk at HEAD (rev 11 at that time). So the graph is correct.

No, it shouldn't. You didn't create the tag from rev10 but from HEAD
of trunk, and HEAD was rev11 when you created the tag.
