Moving a locally changed file between folders

Wanted to move some changed files to a different directory in my working
  copy... It prompted me (after moving with context menu) with "Move
will not be attempted unless forced. 'file' has local modifications. Do
you really want to move this file or folder...?" YES / NO

SHould I be committing before moving??? The prompt has me spooked!
