I'm starting to think you're out of options. Perhaps the thing to do
is determine the cause of that annoying two-second delay when you
connect with svn+ssh, because other than that delay, svn+ssh is the
right choice.

I'd be surprised if this worked, but go ahead and try this on a toy
repository: assuming you're using *nix on both server and client, and
are using fsfs instead of bdb, mount the repository remotely via sshfs
(http://fuse.sourceforge.net/sshfs.html). Who knows, maybe it'll work.
