This is not a TSVN bug but rather "just how Subversion works."
Subversion itself is case-sensitive for usernames, file/directory
names, and some other things. If you log into Windows with the same
case on your username consistently, it shouldn't be an issue. Or you
can try lobbying the SVN devs to make usernames case-insensitive, but
I doubt it'll happen anytime soon.
