I actually wanted to do this recently, you can do it with regedit.
Close all open repo-browser windows.
Run regedit and delete the following key:
[HKEY_CURRENT_USER\Software\TortoiseSVN\History\repoURLS]
run the repo-browser again, and all url cache entries will be gone.
