FYI:

I updated to nightly build:
        TortoiseSVN 1.4.0, Build 6526 - 32 Bit -dev

After a reboot and letting it settle for a while, it's been sitting at around
175Mb (virtual size) 89Mb (peak/working set)

Yikes!
Please kill the cache process: there was a bug in the cache (fixed on the 1.3.x branch but not yet released) which made it read bogus data from the saved cache on startup: that means that it adds the 'same' data again on recrawl.
