Write down the exact proxy settings you have in your browser.
Then, open the TSVN settings dialog, go to the 'network' tab and fill in
the proxy information there.
But, if you get errors about 'REPORT request failed', then your proxy
doesn't allow REPORT requests (which is needed for Subversion DAV, but
not for viewing the repo with your browser). In that case, only
reconfiguring your proxy will help (if the proxy rejects DAV requests,
there's nothing Subversion/TSVN can do about).
