Automatic Property Setting server-wide

Hi,

I would like to have a server-wide automatic property on my repository
(tsvn:logminsize). So whenever a new folder is added to the repository by
whichever user on whichever computer, it should have this property
automticly.

I found out how to do it for a given user on a given computer (via the
config-file in the Application Data-directory). But I can't find out how to
do this so it works for everybody, on all the computers...

Anybody has any idea?
