If periodic checking for updates is disabled by default, it will never
check something unbeknownst to the user.

Also, I see no conceivable reason why explorer would ever have to stall,
waiting for the check to finish. That's the point of making the
operation silent. There should never be any reason to bother the user,
unless he/she wants it.
