Branch/Tag...Copy to...reality check

Trying to confirm that I understand this. Tsvn context menu gives me a
"Branch/Tag" choice. I can also use the Repo-Browser, and there I find a
"Copy to..." choice. As my understanding is that all branching and
tagging is really just copying, the two should be equivalent. From the
server's point of view, at least. They should give the same results, right?
