Hi,
its working fine with the file, the version and the download URL gets
displayed correctly in the window, I thought the line stating
"A new version of TortoiseSVN is available for you to download!" was
optional so didn't put it in the file, thus It was keeping on opening
tigris url.
Now it seems fine, thanks for the hint Stefan.
