Sure.

You need to run a 32-bit explorer, as Tortoise is a 32-bit program.
To do so, start the 32-bit Internet Explorer (from the Start menu)
and switch it into "local" mode (e.g. by giving file:///c:/ as
the URL). This will then give you the Tortoise context menus.

Complain to Microsoft for not supporting 32-bit COM plugins in
the 64-bit explorer (it could have worked if they had allowed
explorer plugins to be out-of-process).
