There is no need to execute the process described in
http://subversion.tigris.org/faq.html#bdb43-upgrade
if you're moving from Subversion 1.2.3 to 1.3.0,
the bdb issue was before the 1.2.x release.

There is also no need to perform a repository dump->load
cycle, see http://subversion.tigris.org/svn_1.3_releasenotes.html

So you can just update the Subversion binaries.
