I believe it is possible, assuming that you have an SSH server running
on the Windows host, and each SVN user has a Windows account.

This is a Subversion question though (barely; it's more an issue of
running an SSH server on Windows), not a TSVN question. You'll be
better off asking on the Subversion mailing list.
