No, sorry. No chance.
If you look at the script posted to the issue, you will notice some
important problems with it:
* it will 'tag' the externals to the same revision as the main
project. While this will work if your externals are from the same
repository, it will completely screw up everything if they're not.
* to avoid the problem mentioned before, we'd have to do a *lot* of wc
crawling and even contact the repositories of every external for
information.
* Even then, there will still be problems left we can't solve

And worst of all: such a copy operation could take minutes (if done
properly) instead of a second...
