"Can't recode string" happens if you don't have the apr-iconv modules
installed. Since TSVN installs those automatically (they're in
%PROGRAMFILES%\TortoiseSVN\iconv), this looks like a problem on the
server side (which needs iconv too).
Check if you have APR_ICONV_PATH set on the server.
