What happened to tags/branches with svn:externals?

I looked up the previous discussions where the request was to optionally pin
svn:externals references to the current revision when doing a tag/branch
copy.

Subversion bugtracker has a shell script to do that and I was wondering
whether a similar functionality is available from tsvn as well ( -- if not:
why? ). I was unable to find a corresponding option in the tsvn dialog. This
would be such a helpfull thing to have...
