I program in ASP.NET every day using VS.NET 2003 as well and TSVN
works if it's configured to use the hack. Did you reboot after
installing?

IIRC, the problem is that directories with a leading dot confuse
FrontPage extensions. We even had problems with VS not being able to
read the project directory until we enabled the hack and re-checked
out.
