I get prompted for a password. Is this due to plink not using my private key
identified in my saved putty session?

After providing the password I do login successfully.

You should analyse this step-by-step. What happens if you
invoke, in a cmd.exe window,

"\Program Files\PuTTY\plink.exe" HOST -l USER

Do you get any error message? What you should get is

( success ( 1 2 ( ANONYMOUS EXTERNAL ) ( edit-pipeline ) ) )
