1. Subject lines with all uppercase words are rude
2. We decide ourselves if something is urgent or not
3. One exclamation mark is enough. We know that there's a repeat
function when you keep a key pressed, so you don't have to prove that
it works for you.
4. svnserve isn't part of TortoiseSVN
5. You haven't told anything about your setup at all, how do you
expect to get help?
    At least, provide information about the OS svnserve is running,
which users have write access to the repository, your svnserve.conf
file and which versions you're using.
