This is not really a bug in TSVN. If you check the 'doubled' TSVN menu,
you'll discover that they're different. One is for the *.lnk file (the
shortcut), and the other is for the target of the shortcut
(TortoiseProc.exe in your case).

It's the explorer who asks TSVN to add the menu for both items. And
AFAIK there's no way for TSVN to recognize that and only draw the menu
for one item.
