Incorrect. Externals are set as a subversion property of the parent
folder, so every working copy receives that property on checkout or update.

Of course if you want the same doc folder in several projects, each of
those projects must have svn:externals set up somewhere. But it does not
have to be set up individually for every client.

Note that the external definition is for a folder and not a single file.
If you create an svn:externals property with value:
DocFiles /path/to/repos/trunk/doc

Then a subfolder named 'DocFiles' will be added, and it will be
populated with the contents of the repository folder
/path/to/repos/trunk/doc.
