As stated on the download page, we don't support that special version.
Usually someone uploads that version and we provide then the link to
it. But that hasn't happened lately.

Yes, but that env variable will only be available for 1.3.x releases.
If you don't want to wait, you can use a nightly build.

AFAIK VS.NET2005 doesn't have this bug anymore. So you should be save
using the normal .svn folders.
