Settings in TortoiseSVN

Hello,

I have some questions to the settings in TortoiseSVN.

1.
Is there a possiblity to disable the settings in TortoiseSVN?
I don't want, that the user can change the settings local.
The settings should be set by the installation and should be only done by
the administrator.

2.
Can I disabled the entry "Create Repository here...", so that the normal
User can't do this function? This should be only done by the administrator,
too.

Have anyone an idea, how this could be configure? Perhaps in registry or in
an ini-file?
