Importing a top level folder

I'm am trying to "Copy in" the top level folder from one repository to be a 2nd level in another. I did a SVN Copy which seemed to work and left the folder with a plus sign.

When I tried to commit it I get

Adding: Desktop\DS375\IT4
Error: Commit failed (details follow):
Error: File not found: revision 1, path '/ IT4'

I will read the manual soon, but any help appreciated.
