MSI - Unattended Install (1.2.4 + 1.2.5) ignores %ProgramFiles%

Hi,

when using msiexec with /q (Quiet Install), TortoiseSVN (tested with 1.2.4,
1.2.5) ignores the %ProgramFiles% or equivalent in the reg and always
installs into "C:\Program Files".
On a german windows this is of course a problem. I did not test if it would
be a problem on installations with no drive c:.

It would be nice if you could release a simple zip with manual setup
instructions for shell integration etc. so I can build my own MSI.
