I was primarily testing from the command line, as it seemed simpler
and easier to reproduce. The same set of arguments that work for plink
do not work with tortoiseplink. (in this case "seph@hostname", with or
without -v. I did try other things as well)

It has been pointed out to me that the ChangeLog
(http://tortoisesvn.tigris.org/ChangeLog.txt) contains this:

   Version 1.2.4
   - BUG: TortoisePlink was unable to connect to svn+ssh. (Stefan)

perhaps that's all I'm hitting.
