Setting up TortoiseSVN on an application server?

I'd like to be able to run TSVN from an application server at a
college campus. My admin tried installing it to her server, then
backed it out. She said that it was trying to write registry info on
the server rather than on the client machines roaming profiles every
time somebody used TSVN.

1) Is this correct, or did she (or more likely I) misunderstand how
TSVN currently works?

2) Is there any way to set up TSVN to run from a central application
server without monkeying with that server's registry on a per-use basis?
