We've discussed this before, because some people really like to *force*
users. But we won't do that. You can't really enforce this without a
pre-commit hook script (you can use such a script if you really have to
enforce it). Reason: if it's enforced in TSVN, users will just use
another client to commit - and the whole enforcement is gone.
