I think this message is ambiguous, and a beginner will not understand
the difference between 'repository has moved, directory structure is the
same' and 'directory structure has changed, repository is the same'.

He will read this warning as being the correct operation after
restructuring! I would if I weren't aware of the issue.

The warning "if you use Relocate to direct your working copy to another
repository or branch" doesn't seem to relate to a simple re-structuring.
For the beginner Re-structuring doesn't mean Branching (even if that's
precisely the same operation). The second sentence, "To associate your
working copy with another branch," will not ring a bell either, because
the same assumption is made a second time: What the user does is not
considered a branching operation. So he will hit "OK" and be the winner
of a journey to the desert.
