TSVN 1.9.0 on Win8.1 no context menu entry and MSVCP1240.dll missig error

Dear Stefan,

I just pushed TSVN to few computers in out company (my fault I know :) )
Win8.1 with most updates (ill check soon) used as autobuild (and win8.1
compatility test) machine wont display TSVn context menu entries.
Autobuild script using clean up functionality from TSVN displays:

TortoiseProc.exe - System Error
---------------------------
The program can't start because MSVCP140.dll is missing from your
computer. Try reinstalling the program to fix this problem.
---------------------------

Any ideas?

I saw few threads mentioned missing some updates, but to this I have to
say I don't like hidden depencies. Maybe installer can check for
depencies and stop installing?
