Does TortoiseSVN 1.8 allow you to have automated tracking for certain
branches/tags with email capabilities to notify if changes are commited?

I would like to be able to be notified of commits made by certain
personnel that are in a domain by username(domain login).

I should be able to customize the message based on the log and/or
changes made.

Would be even better to be able to show in the email all of the code
changes by line.
