Addings support for svn update to cost something...

Hi !

I would like to start developing changes to svn command line toolset / server / client 
so svn update would cost something to end-user - idea is written down here:

As I have understood it's possible to change svn licensing (according to legal-discuss_at_apache.org)
but then eventually I need to get changes propagated to tortoise svn (or other user interface which is used by end-users)

And what I've noticed is GPL licensing which tortoise svn uses.

Would it be possible to change tortoise svn licensing under my license - who are guys who can decide these things ?

Another approach is that someone from tortoise svn team would make necessary changes, which I would like to achieve...
(I would prefer not to touch code for which I cannot get any profit)
