Not here. Maximalized commit dialog can NOT be moved. Moved T-Merge
don't get its size before maximalization. In fact I found thit bug when
I tried to resize T-Merge and there was no border to drag ... see
attached where are two T-merge one maximalized and moved other normal.

I'm running TortoiseSVN 1.7.99, Build 23012 - 32 Bit -dev, 2012/06/19
