"Keep locks" bug in commit window

Version: 1.7.6, Build 22632 - 64 Bit , 2012/03/08 18:29:39

The "Keep locks" checkbox is ignored for unmodified files.

To reproduce:

1) Lock a file. Do not modify it.
2) Commit the file. Ensure the "Keep locks" checkbox is ticked.
3) The file will have had its lock removed

If the file is modified, the lock is correctly kept.
