I've got mine from http://www.certum.pl/
If you send them an email, explaining that you would use the certificate
for open source projects and which one so they can verify that, then
they will give you the cert for free.
Of course, you first have to send them some ID documents since they
still have to verify your identity first.

If you have problems with the language on that page, use e.g. google
translate. You can send your email to them in English, that's not a
problem since they have people who understand English just fine.
