Software authorship

When I install TortoiseSVN the UAC dialog includes the line "Publisher:
Stefan Kueng Open Source Developer". Is it necessary to pay money for a
certificate to get accreditation like this? I supply free software and
would like to get rid of "Publisher: Unknown" status. Since I don't make
money from my stuff, I don't want to shell out real money for this
privilege. Do you have any advice please?
