bug report: wrong extension specific program started

How to reproduce:
1.install TortoiseSVN 1.7.5 (current)
1.add plain-text file "doc" to working copy
2.from context menu of "doc", select "diff with previous version"

What happens:
-program associated to ".doc" is started (in my case, it's LibreOffice)

What is expected:
-file "doc" does not have any extension (especially not ".doc"), so default handler should be used, treating file as plain-text

Other settings, probably irrelevant:
-OS:vista x64
-LibreOffice 3.4 installed, registered for ".doc" extension

TortoiseSVN did work as expected until late 1.6.x, I noticed problem after upgrade to early 1.7.x. Problem is still present in current 1.7.5.

Please tell me, is it bug?
