Setting svn:keywords may result in order change only

I set svn:keywords recursively to Author Id Revision. This added this
property correctly to file where it was not set as expected.
It however set that property to files where it was set but as 'Id Author
Revision'. Would possible to not change that property when is same but
other order?
I know this is kind of special case as there are not many properties
with this property - not order aware. Note similar issue is upgrading
extranls to new format.

Other improvement may be to have same filter options when setting
properties recursively.
